Whether it’s because the appeal of Los Santos is still as strong as it was in 2013 or the new current-gen upgrades, newcomers have been flocking to the online world lately. One of the biggest questions most players have when starting a new character, aside from the most obvious ones, is whether the Criminal Enterprise Starter Pack is worth it. This starter pack contains up to $10 million worth of goods and other items, but that’s only if players were to purchase everything included separately. Some of the items you will receive in the pack will never be used, nor will you be able to trade them.
As such, it’s worth considering if the Starter Pack is really worth it to start your career in GTA Online. While Rockstar Games claims the Criminal Enterprise Starter Pack is the fastest way to start your career as a criminal in the online world, it could very well be mere marketing fodder. Criminal Enterprise Starter Pack Contents
We’ll start by listing all the properties available when you purchase the Criminal Enterprise starter pack. All of this will be unlocked in-game each time you purchase the pack. If you buy it included with an edition of GTA Online, it will be available as soon as you start a new character. Instructions on how to claim the contents of the pack will be displayed on screen each time you launch GTA Online after installing the pack.

Overall, nearly two dozen goods and other items come with the Criminal Enterprise Starter Pack. The items are meant to give brand new players a way to avoid the grind that comes with the start of GTA Online. Giving players vehicles, weapons, properties, and cash lets them start with the more enjoyable aspects of online play rather than spending time saving money to buy similar items that come in the package.
This all sounds great, but are the items you get really worth it?
Is the Criminal Enterprise Starter Pack Worth It?
The value of this pack ultimately depends on each individual player. While that’s a cookie-cutter answer, it’s true for this particular pack. Starting now, the Criminal Enterprise Starter Pack can be purchased separately on Xbox Live and Steam for $10. There are also GTA V and Online editions that you can buy for around $15 which include the starter pack. At this price, it’s hard to say the starter pack isn’t worth it for a new player. For $10, you get GTA$1 million, a plethora of vehicles, a dozen properties, and starter weapons and clothing. If we want to dig a little deeper, we will see that not all the contents of the pack will be useful.
The kick-off is useful content. It starts with the executive office of Maze Bank West. Having that in itself might make the starter pack worthwhile, as it gives you access to a CEO’s office from the start. This desk can save hours of grinding and saving money in GTA Online. You have the ability to complete Special Cargo tasks within the first hour of play as well as a place to customize and create your own. The West Executive Office is usually worth around $1 million, but it can pay for itself in a matter of hours if players manage it correctly.
Also included in the properties is the Great Chapparal Bike Clubhouse, which is a solid place for newcomers to store their bikes. There’s also the Counterfeit Cash Factory, which will need some tweaking to make it profitable, but it gives players a way to earn some extra cash without having to buy or install it themselves. That’s all a new player could ask for in GTA Online. Rounding out the list of properties are the low-end apartment, which will be outdated in a day or two, and the 10-car garage on Exceptionalists Way. Both of these properties are useful for a new player but can easily be overridden if desired.
The only piece of property that is not usable is the Paleto Bunker. It’s the furthest bunker in Los Santos, which means when you bunker you’ll be making long trips to the city where your big jobs are. You can use the Paleto Bunker to start with, but buying another Bunker, one closer to town, will be your best bet in the long run.
Moving on to the vehicles included in the starter pack, we’ll start with the most expensive ones. The Maibatsu Frogger and BF Dune FAV come in at $1.3 million. The Frogger isn’t a horrible beginner’s helicopter, but you can find better options all over the Los Santos market. The Buzzard is the one you should be interested in upgrading to, as it only costs $400,000 more and has better overall performance. As for the BF Dune FAV, which also costs $1.3 million, you might never even get it out of the garage. It’s a lackluster vehicle that comes with weak weapons, no defensive capabilities, and slow speed/acceleration.
As we go through the list, there are a few other vehicles you could use at the start of GTA Online. The Obey Omnis, Grotti Turismo R, and Coquette Classic are all medium vehicles that can serve as great starter options until you’re ready to upgrade. However, there are also vehicles that you won’t necessarily use unless you really want to. The Enus Windsor and the Huntley S are two that don’t have much value while the Pegassi Vortex is more of a visual stunner than anything else.
Finally, you will also receive the Marksman Rifle, Grenade Launcher, and Compact Rifle in the Criminal Enterprise Starter Pack. They are cheap but usable weapons that will work at an average level until you want to buy more powerful weapons.
While there’s certainly a fair share of duds among the Criminal Enterprise Starter Pack, for its current asking price of $10, we’d say it’s worth it overall. You’ll gain a huge advantage over other new players with the executive office, 10-car garage, and other small businesses to manage. Plus, having a fleet of vehicles, $1 million in GTA$, and a few guns will immediately make you an intermediate criminal in GTA Online.
